What does the mantra of offering cloud means?

The literal translation:

(Homage to the lord, the destroyer strong as Vajra the tathagata, the Arhat the complete perfect Buddha; OM Vajra holder, great Vajra holder great brilliant Vajra, great knowledge Vajra, great Vajra who has reached the supreme point of
enlightenment, Vajra cleansing all karmic obscurations soha)

This is recited for a profusion of offerings and a great rain of offerings will fall around the victorious ones and their children, even though you may have laid out the barest minimum of real offerings.
